What is the Promise Scorecard?

The Promise Scorecard™ is a dynamic new decision-making software tool for results-based collaborations that:

  • Links all stakeholders through an interactive, Web-based interface. The tool is simple and easy to use even for “non-technical” users and requires .
  • Organizes decision making to work backwards from ends to means - begin with desired outcomes for children and youth and work backwards with data to determine the best means to achieve those ends.
  • Succinctly captures and reports the entire decision-making process including underlying analysis and data.
  • Facilitates collaboration and engagement of stakeholders in the decision making process efficiently, systematically, and transparently.
  • Automatically imports and filters data from outside databases (ie case management systems, school databases, individual program databases, etc.) on a regular basis.
  • Plots the trend lines of children and youth outcomes measures across a community as well as “customer outcomes” for individual programs, agencies, and service systems.

  • Facilitates and reports for a Promise Neighborhood both (1) the initial planning process and (2) continuous, rapid-time monitoring, learning, and improvement.
  • Allows stakeholders to maintain a broad, strategic perspective or, when needed, to “drill down” to as much detail as is desired.

Why the Promise Scorecard?

The Promise Scorecard™ will help applicants to the U.S. Department of Education’s Promise Neighborhoods Program meet the following requirements:

  • Ensure that data on child and youth outcomes will be communicated and analyzed on an ongoing basis by leaders and members of the community.

  • Use data to manage program implementation, inform decision-making, engage stakeholders, and measure success.
  • Provide a continuum of linked and seamlessly integrated solutions – Automatically link solutions that have common outcomes, focus on similar milestones, support transitional time periods along the cradle-through-college-to-career continuum, and address time and resource gaps that create obstacles for students in making academic progress.
  • Use rapid-time data – make locally-collected data available quickly to inform current lessons, instruction, and related academic programs and family and community support programs as defined in the Department’s notice. The Promise Scorecard helps ensure the use of rapid-time data in both the planning year and once the Promise Neighborhood is implemented to promote continuous program improvement.
  • Do segmentation analysis – automatically group and analyzing data from children and families in the geographic area proposed to be served according to indicators of academic and family and community support needs or other relevant indicators.
  • Plan, build, adapt, or expand a longitudinal data system that measures academic and family and community support indicators for all children in the neighborhood, disaggregated by the subgroups listed by the Department.
  • Link the longitudinal data system to school-based, LEA, and State data systems.
  • Make the data accessible to program partners, researchers, and evaluators while abiding by Federal, State, and other privacy laws and requirements.
  • Document the planning process in a dynamic system, capturing lessons learned and best practices for each indicator and program performance measure.
  • Track funding levels of Federal, State and local funds that are used in the project.
